Porto Alegre is the capital of Rio Grande do Sul, the southernmost state in Brazil. Because it borders Uruguay and Argentina, the city has also become the capital of Mercosur, known for its high HDI (Human Development Index), quality of schools and universities (UFRGS is among the best public universities in the country), and as a reference for medical and research in cancer treatment. It recently received the only Casa dos Raros in the country, a specialized environment for rare diseases in Brazil.
